The High-Level Panel on Water Diplomacy is a reoccurring event during the World Water Week in Stockholm that elevates discussion around the role of shared waters as a tangible entry point for sustained dialogue and conflict prevention in conflict-prone regions. Due to the current pandemic restrictions SIWI will this year host this event virtually on the International Day of Peace – 21 September. The focus this year is on climate-driven security risks and regional intersectoral cooperation.

The 2020 High Level Panel on Water Diplomacy Webinar- Together for Climate-Smart Security responds to a strong need for an integrated approach to improved cooperation between climate and security sectors in conflict-affected regions. This event will explore the roles water diplomacy processes play in bringing climate and security fields closer together. Climate pressures on shared water supplies, in conjunction with other political and socio-economic factors, contribute to heightening risks of armed violence in many regions across the globe. Solutions require climate-smart security - identifying holistic approaches to human, national, and global security challenges that are both conflict and climate sensitive.

Following up on the results of the 2018 and 2019 HLP events, the 2020 HLP will elevate discussion around the barriers to more effective cooperation between climate and security sectors with specific examples from regions affected by armed violence, environmental degradation, and climate-driven water scarcity. Issues such as climate-related migration, the increasingly negative impacts of disinformation campaigns questioning science-informed decision-making, and other trends will be discussed. Further focus will be on what affected countries need from the international community and what the international community can offer, including perspectives from the climate and security communities.
